At the Napa County Office of Education, Early Learning Services supports young children and their families through a network of high-quality early education, care, and specialized programs. We provide direct child care and preschool services, nurturing the growth and development of infants, toddlers, and preschoolers.
Our Napa Infant Program (NIP) offers Early Childhood Special Education for children birth to age five, including Up Valley Preschool Special Education. Countywide, we lead Quality Counts Napa County (QRIS) and other grant-funded initiatives that strengthen early learning opportunities and the workforce, and coordinate the Local Child Care Planning Council to improve and sustain quality child care for Napa County families.
The Napa Early Learning Center (ELC) is a partnership between the Napa County Office of Education Early Learning Services, Child Start, Inc. and vital community partners with the shared focus of supporting families with children ages birth to five. The Napa Early Learning Center pools valuable resources to simplify access for the community.
We also collaborate with partners through the Napa County Universal PreKindergarten (UPK) initiative to expand access to quality early learning.

Napa County Universal PreKindergarten
Napa County Universal PreKindergarten provides resources and guidance to help parents explore and choose the best early learning path for their child. Parents have the opportunity to select from a variety of program options to meet their child’s unique needs.
Early Childhood Special Education/Napa Infant Program
Early Childhood Special Education provides individualized, small group, and classroom-based services for Up-Valley children ages 3–5, while the Napa Infant Program (NIP) offers a countywide home-visiting model for children birth to age 3, focusing on early assessment and intervention.

Access to professional learning opportunities, personalized workforce advising, stipends, and educational reimbursements that support early educators in their growth and career journey.
Child Care and Development Planning Council
The Napa County Child Care and Development Planning Council (LPC) brings together community members in a collaborative forum to identify child care priorities, guide funding decisions, and support, sustain, and increase quality child care services for Napa County families.
