Joshua Schultz is the Deputy Superintendent/Chief Business Official (CBO) for the Napa County Office of Education. The CBO oversees the Business Services sector of NCOE, which includes the departments listed below. All activities related to fiscal services, budgets, purchasing and contracts, technology, facilities, negotiations with bargaining units, liability and legal issues are managed by the CBO.

The General Services Department at NCOE oversees all agency activities related to purchasing and facility maintenance and operations. General Services maintains 13 educational sites county-wide. In addition, General Services oversees all major construction projects, including the recently completed Camille Creek Community School, Sattui Preschool and multiple playground rebuilds. General Services is also involved in emergency and crisis response, and during the COVID-19 pandemic manages staff Personal Protective Equipment, additional facility cleaning and upgrades to HVAC systems across NCOE’s sites.

The NCOE Human Resources Department manages the employment of approximately 280 staff members. The department processes the substitute teacher permits/credentials for all public schools in Napa County, and more than 75 credentials annually also for public schools county-wide. Human Resources responsibilities include recruitment and hiring, onboarding, contracts and negotiations with bargaining units, COVID pandemic response include testing and vaccinations for staff and students, and staff well-being. Technology Training and Support Services (TTSS) provide a wide range of technology services to all NCOE departments and programs. TTSS Services include:
- desktop support for hardware and software
- virtual and in-person event support
- management of cloud applications
- countywide support for district staff utilizing the county financial system
- management of the NCOE’s Digital Early Learning program
- cybersecurity awareness training
- the provision of training on a variety of software and services
- website technical support
- regular updates and ongoing management of NCOE’s intranet
- consultation services to determine the most efficient tool and approach to solving a problem or performing some service
Security is always a concern for TTSS and as a result, TTSS staff are frequently engaged in work to improve NCOE’s security posture in conjunction with IT. In addition to security, the safety of staff has also been a concern with the advent of Covid. As a result, TTSS staff have worked diligently to provide support to staff and students to work/learn remotely.
