Early Childhood Special Education – Napa Infant Preschool Program
The Napa Infant Program (NIP) is an Early Childhood Special Education program that provides a variety of special education services to children from birth through three years, who are for Early Start services and live within all of Napa County.
The Up Valley Preschool Special Education Program is also an Early Childhood Special Education program that provides a variety of special education services to children from three to five years, who are eligible under the Individuals with Disabilities Education Act (IDEA) and who live within the following school districts:
- St Helena Unified School District
- Calistoga Joint Unified School District
- Howell Mountain Elementary School District
- Pope Valley Union Elementary School District
Our philosophy for our early childhood special education programs places an emphasis on the “whole” child, using a family focused approach that engages parents as active participants in their child’s education. Through cooperative community networking and a team approach to service delivery we provide experiences and environments that address how children learn; how families can promote learning; how children socialize and interact with peers, how children gain independence; how children play; how children communicate; and how children feel about themselves.

- Developmental Assessments to determine eligibility for Individualized Family Service Plans (IFSPs) and Individual Educational Programs (IEPs)
- Inclusive preschool classes located in Calistoga, CA (Sattui Preschool)
- Consultation with community preschool or childcare providers
- Individual or small group speech and language services
- Home visits
- Family involvement activities
- Parent support groups
- Family Education Classes
- Coordination of Services with Other Agencies
- Transition to TK or K support with receiving school districts
How to Refer a Child
A family may refer their child by directly contacting our intake coordinator/family liaison. Children may also be referred for services by caregivers, physicians, public health nurses, California Children’s Services, North Bay Regional Center, school districts, or other educational programs.
