Mental Health Partnerships
Prioritizing mental health and wellness for students, staff, and families is key to student learning, connection, and achievement. Napa County Office of Education (NCOE) is committed to partnering with key agencies and organizations to ensure available funding and resources are accessible in Napa County.
In Napa County, those partnerships include all school districts, Napa County Health and Human Services, Community-Based Organizations, and our local Managed Care Partner, Partnership for Health California. The role of this partnership group is to support outreach to identify early signs of unmet mental health needs, reduce stigma and discrimination, and prevent unmet mental health needs from becoming severe and disabling.
NCOE supports access for students, staff, and families to mental health and wellness services and programs through countywide grants such as:
- Mental Health Student Services Act (MHSSA)
- Student Behavioral Health Incentive Program (SBHIP)
- CalHOPE

NCOE Partnership Groups
NCOE facilitates both local and regional partnership groups to support the coordination of school-based mental health services. Collaboration with partners is essential to develop responsive, sustainable, compassionate, and culturally and linguistically appropriate mental health services for Napa County students and families.

Trauma-Informed Practice
Safe Spaces – Office of the CA Surgeon General
From the Office of the California Surgeon General, Safe Spaces is a free, online training designed to help early care providers, TK-12 educators and other school personnel recognize, including school nurses, librarians, administrative support, school bus drivers and yard duty, support and respond to trauma and stress in children. Modules are offered for ages 0-5, 5-11, and 12-18 in both English and Spanish. Each module is about two hours and is filled with case examples, videos, strategies and practices.
*Note: For Module 1 (ages 0-5), you will need to create a California Early Childhood Online (CECO) account.
CalHOPE Schools Initiative
The CalHOPE Schools Initiative provides resources for mental health and wellbeing, including:
- A curated page of resources for crisis counseling, housing assistance, state resources, mental health resources for all groups, and substance abuse support.
- A Trusted Space: Meeting the Moment – a series of films and resources presented by All It Takes examining the urgent need for trusted, healthy spaces to combat the mental health crisis in schools. Learn more and register here.
- Angst: Building Resilience – the first installation in the Creative Coping Toolkit (CCT) a film and evidence-based program designed to help people identify and understand the symptoms of anxiety and encourage them to reach out for help. It weaves personal stories with expert perspectives. The film includes interviews with kids, teens, educators, mental health professionals, parents and a very special interview with Michael Phelps. - Stories of Hope: SHORTS – an inspirational short story and conversation series featuring real youth sharing real stories of how finding their pathway to hope was possible despite the emotional challenges they faced. The stories include interviews with youth and professionals all demonstrating hope is possible. Each story concludes with a youth guided discussion to help the audience engage their own story of hope. Learn more and register here.

Strategies for Managing Stress
Many of us are feeling a lot of stress right now. Even for adults, it can be tough to recognize that what we feel as irritability, difficulty focusing, insomnia or changes in appetite can be signs that our bodies are feeling the effects of stress. For kids, no matter the age, their brains and bodies are even more vulnerable to the harmful effects of stress than adults, and most often, they can’t recognize or verbalize it. Stress in kids may show up differently than our stress as adults does. This stress- busting playbook can help you understand what to look out for and what you can do to protect your family’s Health.

Bright Life Kids for ages 0-12 and Soluna for ages 13-25 will provide instant access to no cost, safe, and confidential support through native iOS & Android apps, telecoaching, and a web-based portal. Through Soluna, users will be able to choose from support options, including:
- 1:1 coaching with a behavioral health coach via booked or drop-in sessions
- Self-guided support with tools, activities, games, and content to be explored at any time
- Crisis and safety protocols to support users with urgent needs
- Peer support through a vibrant community of users offering shared experiences and advice in a safe, pre-moderated environment
- Guidance to locate the right resources to support needs
Resources for Parents
Cook Center for Human Connection (CCHC) supports school districts in addressing the mental health needs of students and families with services to prevent suicide, provide mental health and wellness support, and enhance human connections.
- ParentGuidance.org provides access to 50+ on-demand courses with video direct instruction and easy-to-use information and application practices. The courses are created and delivered by licensed therapists. Courses focus on developing a connection with their child, building strong foundations, understanding development and behaviors, and developing protective factors. Courses are available in English and Spanish.

Napa County Health & Human Services 24-hour crisis response 707-253-4711
Services are available to Napa County residents of all ages 24 hours a day in English and Spanish. Any person in mental health crisis will be seen and assessed regardless of eligibility. This unit serves as an intake point into other mental health services and provides referrals for other services.
