NCOE Preschool Programs help your child grow with confidence, curiosity and care

The Napa County Office of Education’s Early Learning Services offers direct child care and preschool programs that nurture the growth, curiosity, and confidence of young children while supporting families in their daily lives. Through our California State Preschool Program (CSPP) and General Child Care (CCTR), we provide part-day and full-day preschool as well as full-day infant and toddler care in safe, engaging environments where children can explore, play, and learn.

Since 1969, NCOE has remained deeply committed to expanding access to quality early learning and supporting families throughout Napa County. We offer programs in Napa, American Canyon, and Calistoga, helping children build early skills in communication, literacy, math, and social-emotional development that lay the foundation for lifelong success.

Our dedicated teachers work closely with families to understand and support each child’s individual needs, creating welcoming spaces where every child feels valued, capable, and ready to thrive.

The Napa County Office of Education Early Learning Services Preschool Program offers full-day and part-day classrooms. Our preschool program offers: Offered in Napa, American Canyon and Calistoga, Play-based curriculum, Engaging activities, Hands on experiences, Social-Emotional Learning, Highly-trained and nurturing teachers


Early Learning Services offers part-and-full day preschool to families in Napa County through the California State Preschool Program (CSPP).

Part-Day Preschool

  • Provides part-day, developmentally appropriate care and early learning experiences to support working families.
  • Serves children who turn ages 3 and 4 on or before September 1 of the program year.
  • May also provide wrap-around services for children enrolled in Transitional Kindergarten (TK) or Kindergarten.
  • May include children who are at least age 2, when space is available, and no eligible 3- or 4-year-olds are waiting for enrollment.
  • Operates Monday through Friday in three-hour sessions, either morning or afternoon.
  • Follows a school-year calendar with longer winter breaks and summer closures.

  • Eligibility and enrollment follow state guidelines to ensure services are provided equitably to families who qualify.
  • Part-Day Preschool (CSPP) eligibility is based on family size and income. These programs are free of charge to all qualifying families of preschool-aged children.
  • Full-Day Preschool (CSPP) eligibility is based on family size, income, and need, such as employment, education, or training. Depending on income, services may be free or offered at a low cost using a state-approved sliding fee scale.

  • Operates Monday through Friday, 8:00 a.m. to 4:30 p.m. The program is year-round with some closures for holidays.
  • Located at the Napa Valley College Child Development Center.
