The California State Seal of Civic Engagement, marked by a gold seal on the diploma or transcript, recognizes high school graduates who have demonstrated understanding of civic knowledge; civic skills and action; quality student reflection; and have testimony of student civic mindedness.

The State Seal of Civic Engagement program was adopted by the Napa County Board of Education, June 9, 2026.

Please review the sections below before entering the application portal.

Application Preparation: 

  • Academic Counselor Verification Form (Link) Academic Counselor Verification.docx 
  • Civic-Mindedness Reference Form (completed by an educator, mentor, co-worker, supervisor, or a civic partner or leader) (Link) Civic-Mindedness Reference Form.docx 
  • Final Artifact of your project (video, written essay, photos, etc.)

Application Completion 

Be prepared to upload the 3 application preparation items listed above as well as complete the following reflection question sets in the application:

  • Self-Reflection of your project (you can review ahead of time in the handbook) 
  • Student Civic Engagement Meeting Reflection (you can review ahead of time in the handbook)

Junior year of high school: Review application and begin project
Senior year of high school: Build application components
Submit application (link to portal)
Deadline for Submission: March 31 of senior year of high school
Application Review by NCOE
Students receive Approval confirmation: May 31 of senior year of high school
