The Trustees of the Napa County Board of Education provide leadership to support the success of public education. They collaborate with the Superintendent to govern the County Office. Their responsibilities include assuring appropriate educational environments and curricula for students, approving the office’s budget and acquisitions of real property, and determining the salary of the County Superintendent of Schools. Trustees serve as an appellate panel in areas such as denials of student inter-district transfers, expulsions, and denials of charter school petitions. They also serve as the County Committee on School District Reorganization with approval authority in respect to all proposed changes of school district boundaries.

Regular board meetings are held on the first Tuesday of each month in the Conference Room of the Napa County Office of Education. Occasionally meeting dates and locations can change.  Please check the Board Agenda page to confirm meeting date, location and time.

(BB 9323) In addition to oral public comment, the County Board will consider written public communications. Written public comment must be submitted no later than 24 hours prior to the Board meeting. Comments are restricted to 400 words. You may submit written public comments or documentation by e- mail to: publiccomment@napacoe.org. All written public comments will be forwarded to the County Board.

The role of the County Board in an expulsion appeal request is to determine if your child’s due process rights were violated, which in turn resulted in your child receiving an unfair hearing. The County Board does not agree or disagree with the local board’s decision to expel, but does review the case to ensure that legal procedures were followed and a fair hearing was conducted.

The County Board of Education has legal authority to review the procedures and reasoning followed by the school district(s) after the school district(s) have rejected or failed to rule on a pupil’s interdistrict attendance request. The County Board of Education will determine whether to grant or deny an interdistrict attendance agreement after reviewing the relevant facts from the pupil, parent/guardian, and local school district(s) involved.

Every ten years, public agencies use new data from the United States Census to redraw the district lines of elected representatives to reflect how local populations have changed. The Napa County Board of Education will be participating in this process in 2021 along with other local public agencies.

District lines must be adjusted to make sure each district has as equal a population as possible. Other criteria for consideration include the cohesiveness, contiguity, and compactness of the district territory, and addressing communities of interest. The Napa County Board of Trustees will work with the County and other Napa agencies to provide maximum opportunity for public engagement in the decennial process.
